Background:
Background:
Access to medicines is a universal right. Inequity in medicines access
is widely perceived as symptomatic of weaknesses in the health-care
system and represents a failure on the part of national governments to
fulfil their obligations towards their citizens in terms of their right
to health. Medicine availability and prices in both public and private
sectors are key indicators of access to treatment. In this regard, the
Directorate General of Pharmacy (DGoP) – FMoH is conducting a nationwide
essential medicines availability survey to measure medicines
availability in public and private health facilities to inform policies
and decision making.
The DGoP is now looking for energetic, creative, highly skilled pharmacists to take the responsibility of National Consultant.
The National consultant works under the supervision of the Director
General – DGoP and in close collaboration with the Director of Planning
and Polices Directorate – DGoP.
The main responsibility of the National Consultant is to supervise the
process of survey conduction including literature review, data
collectors training, data collection management, entering and analysis.

Duties and responsibilities:
"Duties and responsibilities:
Under the guidance and direct supervision of the Director General of
Pharmacy and close collaboration with the Director of Planning and
Polices Directorate – DGoP, the National Consultant will coordinate and
follow up the implementation of the Essential Medicines Availability
survey with the following specific TORs:
The National Consultantshould organize frequent meetings with the DGoP
to set the survey areas, sectors, and medicines to be surveyed,
personnel and other resource needs, timelines, budget.
The National Consultantshould facilitate the work by collecting background information about the pharmaceutical sector.
The National Consultantshould prepare a survey schedule.
The National Consultantshould assist the DGoP in the selection of data collectors.
The National Coordinator should prepare the training manual.
The National Coordinator should facilitate two days training workshop for data collectors.
The National Coordinator should supervise the pilot study.
The National Consultantshould prepare all document related to the field work (plans, letters of introductions, etc).
The National Consultantshould supervise the process of data collection, data entry and data analysis.
The National Consultantshould write the final report, submit it to the DGoP along with documentation of the entire process."

Minimum Qualification, Skills and Experience Required:
Competencies
Managerial skills
Excellent analytical and writing skills;
Excellent teamwork and management skills;
Excellent communication and interpersonal skills;
Education:
Basic Degree in pharmacy.
At least Master degree in any pharmacy discipline or public health or Business or population studies
Experience:
Minimum of 10 years of experience in working in pharmaceutical
governmental sector in Sudan; preferably if had participated in such
surveys
Familiarity with Government of Sudan and International donors program
execution modalities, rules and regulations is a distinct asset,
Working knowledge of PCs as well as excellent knowledge of Microsoft Windows and Microsoft Office applications;
Language Requirements:
Fluency in both written and spoken English and Arabic"
