Background:
Background Information:
The nature of the operation in East Sudan is very complex with
approximately 93,000 camp-based and urban refugees belonging to a
protracted caseload, as well significant influxes of new asylum seekers.
In 2015, UNHCR has been reinforcing its partnership with COR and NISS
to launch a renewed Self-Reliance Strategy both for the new arrivals and
the protracted refugees in 9 camps, in order to promote their
livelihood opportunities and to reduce their aid dependency. The
strategy envisages establishment of a reliable poverty baseline and
conduct a comprehensive poverty targeting exercise, aimed at reducing
the dependency of long staying refugees on external aid and promote
their livelihood and sustainable access to essential services.
Approximately 56,000 refugees have lived in refugee camps in Eastern
Sudan for up to forty years and the majority were born in exile and have
little or no prospect of returning home or being resettled to third
countries. Therefore local integration is considered to be the most
viable durable solution for this group however the authorities are yet
to embrace this vision.
In the interim UNHCR aims at gradually making the provision of basic
services more sustainable both in financial and environmental terms,
through community participation and introduction of solar technology,
while assuring the sustainable co-existence with the host communities.
To this end, UNHCR has developed a multi-year programme to promote the
educational opportunities and mainstreaming of solar energy in domestic
and street lightening, as well as for schools and water stations in the
camps. The programme is mostly funded by IKEA Foundation for the year
2016-18. In the first 6 months, the incumbent is expected to monitor the
usage of the solar systems installed in the field, in order to assure
that they meet the technical requirements, and to promote the community
participation in daily maintenance.

Duties and responsibilities:
Specific Responsibilities
Quickly understanding the political and operational context of Eastern
Sudan, and the objectives of overall UNHCR strategy and the project
funded by IKEA Foundations, and align the scope and objectives
accordingly.

Coordination with the private companies, UNHCR’s implementing
partners, operational partners and Government counterparts, including
COR, NISS and line ministries to assure a good partnership in all the
fronts.

Reporting of 2016 achievements under environment and energy
objectives, and participation in strategic planning for 2018 Country
Operations Plan taking into account the earmarked funding (IKEA
Foundation).

Overall internal/external coordination of the solar component of
“Self-sustaining schools” funded by IKEA Foundation (350,000 USD
annually for 2016-18), including implementation, monitoring, reporting
and possibly reviewing the plans, in close coordination with WASH,
Education and Programme in Kassala. This includes:

Regular follow up of solar system (street lights, water stations,
installed in 2016, train the communities and organise the
community-based participatory monitoring and maintenance system,
introducing sustainable mechanism such as fee-for-services, under the
guidance of Livelihood and Community Services units.

Through the direct implementation modality, procure, install, monitor
and report on the solar system for domestic and street lightening, water
stations and schools, under the guidance of WASH, Education, Livelihood
and Community Services units, as soon as the budget 2017 is made
available.

Evaluate and report the performance and impacts of the installed
solar system and community participation/organisation as necessary, in
accordance with the UNHCR framework, as well as the framework agreed
with IKEA Foundation.

Report on environment, energy, and associated livelihood activities, whenever the information is requested.

Any other duties as required.

Minimum Qualification, Skills and Experience Required:
Required Qualifications
-
Advanced university degree in environment, energy, development, engineering, or related fields;
-
At least 10 years relevant work experience, of which 5 years in
international context, particularly in East Africa; Experience with
UNHCR, and/or other development agencies as an asset.

Proved experience in solar system, particularly for medium scale water stations in refugee camps.
-
Solid expertise in community organisation, mobilisation and
participation, particularly in running of the essential services, cost
recovery method, community monitoring, etc. preferably in refugee camps.

Applied statistical and data analysis skills, information management skills and reporting skills.

Fluency in English necessary; Arabic as an asset
