Project Title: Addressing Human Trafficking, Kidnapping and Smuggling of Persons in East Sudan and Khartoum

Background:

Background Information:
Thousands of refugees, asylum seekers, migrants and Sudanese nationals rely on smugglers to transport them into, through and out of the East of Sudan every year. In 2015  approximately 1100 persons enter the East of Sudan from Eritrea every month, of who an average of 20% complete the asylum process in Shagarab camps; most of these new arrivals move on to Khartoum or beyond within a short time of arrival. A sophisticated network set up by smugglers enables movement of people efficiently from Eritrea through the East of Sudan to Khartoum, Egypt, Israel and beyond. In recent months, UNHCR and IOM have received an increasing number of reports of migrants, refugees and asylum seekers en route who have been subjected to kidnapping, extortion, and severe sexual and physical violence by criminal groups involved in the smuggling of persons. Victims of these crimes tell horrendous stories of what they went through whilst being abducted.    
In order to address the situation, UNHCR-Kassala and IOM-Khartoum plan to implement a project of several components: (i) Research; (ii) Awareness Raising; (iii) Capacity Building; (iv) Security enhancement; (v) Victim Support; and (vi) Coordination Measures. UNHCR and IOM will work in close coordination on all components. 


Duties and responsibilities:

Responsibilities:
The National Consultant will work under the direct supervision of an international Migration Consultant who will coordinate the project activities in Eastern Sudan. The National consultant will support the Migration Consultant in the implementation of the project activities in the refugee camps, urban centers and host communities. S/he will also work closely with the Sudanese Commissioner for Refugees (COR) and other relevant authorities. The National consultant will have the following responsibilities:
  • Preparation of and conducting of workshops, trainings and meetings with relevant authorities, civil society or implementing partners on trafficking and smuggling in Sudan. This includes frequent travel in the Eastern states, border localities and possible missions to Khartoum.
  • Provision of in person information awareness sessions to new asylum seekers and host communities, including carrying out the necessary information gathering and research required to update this information and implement creative means of discouraging trafficking and smuggling in Sudan. 
  • Conducting interviews with victims of trafficking, providing on-going support and follow up to verified individuals (including referrals to the complex case committee, medical or resettlement), 
  •  Interpretation for the Anti-trafficking Project Manager where required, liaising with government counterparts in particular with COR, sending correspondence, ensuring interpretation for individual interviews and any other administration duties required of the Anti-trafficking unit.
  • Any other duties as required.
Expected Results/Output
  • Trainings, workshops and meetings completed and reported in monthly reports to the Project Manager.
  • Awareness raising sessions are conducted and reported in monthly reports to the Project Manager. Awareness raising materials are updated, distributed widely and reported in monthly reports to the Project Manager. New means of informing refugee and host communities of the risks/penalties for involvement in trafficking and smuggling are developed with the Project Manager and executed. 
  • Provision of periodic reports upon request and completion of assignment report.

Minimum Qualification, Skills and Experience Required:

Requirements:
  • University degree, preferable in Law, Refugee studies, Migration studies, International Humanitarian Law, or other relevant qualification;
  • At least three years of work experience, preferably working with refugees or IDPs;
  • Proficiency in Arabic and English;
  • Practical IT skills;
  • Previous work experience with the United Nations or international NGOs desirable;
  • Knowledge of Tigrinya, Tigre or Amharic desirable;
  • This vacancy is open for residents of Sudan only.
